Title is French for "I love you dearly". The Japanese kanji in the corner of the pic means "love". I'm pretty sure Waka knows more French than the random lines he says because he uses it pretty well. So I suppose he would say this is Kasura.

Kasura is my Okami OC. I'm not going to go into too much detail except that she IS a Celestial (if you've played the game you'd know what happend to all the Celestials but there is an incredibly long story as to why she's a surviving Celestial). You can only see Kasura's face because I wanted the focus to be on her but to where you can still tell that Waka is the one embracing her. My Okami OTPs are my OC and Waka (stfu to anyone who's against those. its called imagination. get a grip. its no different than putting one chara with a chara you'd never even expect them to be with) and Human!Amaterasu and Waka. Human!Ammy doesn't exist IN the game, but to the fans, she does. So we can easily put the sun goddess with the sexy moon man XDDD I'm pretty sure your tired of listening (or more like reading) to my rambling so au revoir!!
